Call to Order and Related Business

1.1

Call to Order

Mayor D. Iveson called the meeting to order at 1:33 p.m., and acknowledged that Council meets on the traditional land of Treaty 6 Territory, and he also acknowledged the diverse Indigenous peoples whose ancestors' footsteps have marked this territory for centuries such as: Cree, Dene, Saulteaux, Blackfoot, Nakota Sioux, as well as Metis and Inuit, and now settlers from around the world.

Mayor D. Iveson confirmed attendance of the following Councillors: M. Banga, T. Cartmell, T. Caterina, J. Dziadyk, B. Henderson, B. Esslinger, S. Hamilton, A. Knack, S. McKeen, A. Paquette, M. Walters.

Councillors M. Banga, T. Cartmell, T. Caterina, J. Dziadyk, B. Henderson, B. Esslinger, S. Hamilton, S. McKeen, A. Paquette and M. Walters participated electronically.

Councillor M. Nickel was absent for a portion of the meeting without notice.

A. Giesbrecht, City Clerk, D. Beaudry, Deputy City Clerk and E. Norton, Office of the City Clerk, were also in attendance.

Adoption of Agenda

  That the September 2, 2020, Special City Council meeting agenda be adopted.

Sanction Hearing 

Mayor D. Iveson explained the Special City Council meeting process regarding the Sanction Hearing.

J. Pytel, Integrity Commissioner, made a presentation and answered Council's questions. C. Ashmore, Office of the City Manager (Legal Services), answered Council's questions.

J. Denis, Guardian Law, made a presentation on behalf of Councillor M. Nickel.

  That the Integrity Commissioner Investigation Reports, be received for information.

Sanction Decision 

In accordance with section 6(1) of Bylaw 18483 Council Code of Conduct, a special resolution (⅔ of City Council, or 9 members) is required to impose sanctions on a Councillor.

  That the Mayor, on behalf of City Council, issue a letter of reprimand addressed to the respondent Councillor with respect to the Code of Conduct violations found within the report provided by the Integrity Commissioner.
