Councillor E. Rutherford called the meeting to order at 9:35 a.m., Monday, March 31, 2025, and acknowledged that Community and Public Services Committee meets on the traditional land of Treaty 6 Territory and the Métis homeland. The Chair also acknowledged the diverse Indigenous peoples whose ancestors' footsteps have marked this territory for centuries such as: Cree, Dene, Saulteaux, Blackfoot, Nakota Sioux, as well as Métis and Inuit, and now settlers from around the world.

Councillor E. Rutherford conducted roll call and confirmed the attendance of Members of Community and Public Services Committee.

Councillors A. Knack, J. Rice, K. Tang and J. Wright; and A. Karbashewski, M. Friesen, M. de Guzman and D. Molloy, Office of the City Clerk, were also in attendance.

Councillor E. Rutherford, on behalf of Community and Public Services Committee, recognized the passing of two influential women: Muriel Stanley Venne and Marggo Pariseau, who founded the Esquao Awards in 1995. The Esquao Awards serves to honour the strength of Indigenous women, while also highlighting the significant role Indigenous women hold within the home, community, workplace and larger society.

    Transition Strategy for Homelessness Related Services - Additional Information

    That the March 31, 2025, Community Services report CS02575, be referred back to Administration to complete the following:

    1. Conduct further GBA+ analysis that details the impact of ending the City funding for all items listed in Attachment 2 of the March 31, 2025, Community Services report CS02575, except for affordable housing. 
    2. Integrate the findings from the regional housing needs assessment including the services available in municipalities surrounding Edmonton and their approach for supporting people experiencing homelessness, mental health and addictions in their municipalities.
    3. An itemized list of supports and services requested of the Province to meet Edmonton's needs in housing, people experiencing homelessness, and homelessness and mental health or addictions in Edmonton.

Rutherford to make a motion without notice regarding the regional plan of action to address housing and homelessness, mental health and addictions.

    That Community and Public Services Committee recommend to City Council:

    That the Mayor, on behalf of City Council, request a meeting with the appropriate provincial ministries and the regional municipalities to review the March 31, 2025, Community Services report CS02575 and to get a more detailed understanding of the recovery model they are working on, the regional plan of action to address housing and homelessness, mental health and addictions, and how the City can better align its limited funding to achieve the best outcomes possible.
