Councillor M. Janz called the meeting to order at 9:30 a.m., Tuesday, April 1, 2025, and acknowledged that Urban Planning Committee meets on the traditional land of Treaty 6 Territory and the Métis homeland. The Chair also acknowledged the diverse Indigenous peoples whose ancestors' footsteps have marked this territory for centuries such as: Cree, Dene, Saulteaux, Blackfoot, Nakota Sioux, as well as Métis and Inuit, and now settlers from around the world.

Councillor M. Janz conducted roll call and confirmed the attendance of Members of Urban Planning Committee.

Councillors A. Paquette, K. Principe, E. Rutherford, A. Stevenson and K. Tang; and E. Norton, M. Moussa and J. Taves, Office of the City Clerk, were also in attendance.

    That Urban Planning Committee recommend to City Council:

    That Administration establish a reserve fund to dedicate net parking revenues and net land sale proceeds from properties identified within the Old Strathcona Public Realm Strategy to support design and/or construction of amenities identified in the Old Strathcona Public Realm Strategy, as outlined in the April 1, 2025, Urban Planning and Economy report UPE02727.

    That Urban Planning Committee recommend to City Council:

    That Administration establish a reserve fund to dedicate net parking revenues from the ePark lot located in Plan I, Block K (11 Tommy Banks Way NW), to support design and/or construction of amenities identified in the Old Strathcona Public Realm Strategy, as outlined in the April 1, 2025, Urban Planning and Economy report UPE02727.

    That Administration, as part of the 2027-2030 budget cycle, explore opportunities for Parking Benefit Districts, which would allow the City to reinvest parking fee revenues back into the area from where they were charged to facilitate local improvements. These improvements could include things like enhanced sidewalks, secure bicycle parking, and local amenities like benches, lighting, plants, trees and public art.

    That Administration provide a report to Committee exploring opportunities for Parking Benefit Districts, which would allow the City to reinvest parking fee revenues back into the area from where they were charged to facilitate local improvements.
