Councillor A. Salvador called the meeting to order at 9:31 a.m., Friday, November 1, 2024, and acknowledged that Code of Conduct Sub-Committee meets on the traditional land of Treaty 6 Territory and the Métis homeland. The Chair also acknowledged the diverse Indigenous peoples whose ancestors' footsteps have marked this territory for centuries such as: Cree, Dene, Saulteaux, Blackfoot, Nakota Sioux, as well as Métis and Inuit, and now settlers from around the world.

Councillor A. Salvador conducted roll call and confirmed the attendance of Members of Code of Conduct Sub-Committee.

Councillor T. Cartmell was named a Member of the Committee, for a portion of the meeting, to maintain quorum, pursuant to section 17(1) of the Council Committees Bylaw 18156.

Councillor J. Rice was absent with notice.

Councillors S. Hamilton, A. Paquette, K. Principe, K. Tang and J. Wright; and A. Karbashewski, T. Day and J. Shearer, Office of the City Clerk, were also in attendance.

    1. That the November 1, 2024, Office of the City Clerk report OCC02479, be referred back to Administration to include the following amendments to Schedule C of the Council Code of Conduct:

    1. under Sanction Hearing Procedures, Part (A), an option for the Integrity Commissioner’s report to be referred back to the City Clerk and Integrity Commissioner to prepare a redacted version that would allow for a public sanction hearing process;
    2. under Sanction Hearing Procedures, Part (B), clarify that Council may move into private, if required and permitted under the Freedom of Information and Protection of Privacy Act; and
    3. under Sanction Hearing Procedures, Part (C), clarify that a sanction hearing will only be held in private, in exceptional circumstances, providing examples.

    2. That Administration bring forward a revised Attachment 1 of the November 1, 2024, Office of the City Clerk report OCC02479 to a future Council Services Committee meeting.

    1. That the November 1, 2024, Office of the City Clerk report OCC02272, be referred back to Administration to include the following amendments to Schedule A of the Council Code of Conduct:

    1. in Part K(5), add "City-funded" before "Website and electronic mail distribution lists";
    2. revise Part C(3) to clarify that Councillors that provide information in a meeting that has not been provided to all of Council in advance must not refuse to provide a copy to all members of Council; and
    3. revise Part N(2) to state that it applies only if the employee acted at the direction of the Councillor.

    2. That Administration bring forward a revised Attachment 1 of the November 1, 2024, Office of the City Clerk report OCC02272 to the November 6, 2024, Council Services Committee meeting.
