At the request of Mayor A. Knack, Deputy Mayor A. Salvador, called the meeting to order at 9:31 a.m., Thursday, March 5, 2026, and acknowledged that City Council meets on the traditional land of Treaty 6 Territory and the Métis homeland. The Chair also acknowledged the diverse Indigenous peoples whose ancestors' footsteps have marked this territory for centuries such as: Cree, Dene, Saulteaux, Blackfoot, Nakota Isga, as well as Métis and Inuit, and now settlers from around the world.

*Clerk's note: The March 5, 2026, Special City Council meeting was held over five days: March 5, 2026, March 6, 2026, March 13, 2026, March 24, 2026, and March 25, 2026.

Deputy Mayor A. Salvador conducted roll call and confirmed the attendance of Members of City Council.

Mayor A. Knack and Councillors R. Clarke, M. Elliott, A. Paquette, K. Principe, E. Rutherford, K. Tang and J. Wright were absent with notice for a portion of the meeting.

Councillor M. Janz was absent without notice for a portion of the meeting.

Deputy Mayor A. Salvador, on behalf of City Council, recognized the opening of the 2026 Paralympic Winter Games in Milan and Cortina d'Ampezzo, Italy, and highlighted a number of local athletes from Edmonton participating in the games.

Mayor A. Knack, on behalf of City Council, welcomed the Grade 4 to 6 class from Redeemer School in Ward Metis and their teacher, Mr. Arthurs.

Acting Mayor R. Clarke, on behalf of City Council, welcomed the Grade 7 and 8 class from L.Y. Cairns School in Ward papastew and their teacher, C. Novosel.

    1. Add the Governance Framework for Council Committees as set out in Attachment 1 of the March 17, 2026, Office of the City Clerk report OCC03459, as a new Schedule 3, and
    2. That the “Guiding Principles” section bullet one be adjusted by inserting “in alignment with the Governance Framework for Council Committees,” in front of “create City Agencies with a clear purpose, and which will make …..”.

    2. That Attachment 8 be added to the March 17, 2026, Office of the City Clerk report OCC03459.

    3. That the actions outlined in Attachment 8 of the March 17, 2026, Office of the City Clerk report OCC03459, be approved.

    4. That the following motion, passed at the March 5, 2024, City Council - Non-Regular meeting be rescinded:

    “That Administration provide a report outlining the current resources allocated to support Council’s advisory committees and options to provide an equitable allocation of resourcing to allow all committees to fulfill their mandate, including the possibility of a common budget and/or shared resources, and return to Committee.”

    5. That recommendation 3.2.1., included in Attachment 9 of the June 13, 2023, Office of the City Clerk OCC00580 be rescinded:

    “3.2.1. That Administration provide a report outlining the resources required to provide meeting management support to Advisory Committees within the Office of the Clerk, including technology improvements required to ensure compliance with the Municipal Government Act.”

    6. That Attachments 2 and 8 of the March 17, 2026, Office of the City Clerk report OCC03459 remain private pursuant to sections 20 (disclosure harmful to personal privacy) and 29 (advice from officials) of the Access to Information Act.

    7. That the June 13, 2023, Office of the City Clerk report OCC00580 be redacted as required by the Access to Information Act and released.

    1. That the following adjustments to Council Policy and Procedure C575E - Agencies, Boards, Committees and Commissions, be approved as follows:

    1. Add the Governance Framework for Council Committees as set out in Attachment 1 of the March 17, 2026, Office of the City Clerk report OCC03459, as a new Schedule 3, and
    2. That the “Guiding Principles” section bullet one be adjusted by inserting “in alignment with the Governance Framework for Council Committees,” in front of “create City Agencies with a clear purpose, and which will make …..”.

    2. That Attachment 8 be added to the March 17, 2026, Office of the City Clerk report OCC03459.

    3. That the actions outlined in Attachment 8 of the March 17, 2026, Office of the City Clerk report OCC03459, be approved.

    4. That the following motion, passed at the March 5, 2024, City Council - Non-Regular meeting be rescinded:

    "That Administration provide a report outlining the current resources allocated to support Council’s advisory committees and options to provide an equitable allocation of resourcing to allow all committees to fulfill their mandate, including the possibility of a common budget and/or shared resources, and return to Committee."

    5. That recommendation 3.2.1., included in Attachment 9 of the June 13, 2023, Office of the City Clerk OCC00580 be rescinded:

    "3.2.1. That Administration provide a report outlining the resources required to provide meeting management support to Advisory Committees within the Office of the Clerk, including technology improvements required to ensure compliance with the Municipal Government Act."

    6. That Attachments 2 and 8 of the March 17, 2026, Office of the City Clerk report OCC03459 remain private pursuant to sections 20 (disclosure harmful to personal privacy) and 29 (advice from officials) of the Access to Information Act.

    7. That the June 13, 2023, Office of the City Clerk report OCC00580 be redacted as required by the Access to Information Act and released.
