Councillor T. Cartmell called the meeting to order at 9:31 a.m., Monday, January 17, 2022, and acknowledged that Community and Public Services Committee meets on the traditional land of Treaty 6 Territory. The Chair also acknowledged the diverse Indigenous peoples whose ancestors' footsteps have marked this territory for centuries such as: Cree, Dene, Saulteaux, Blackfoot, Nakota Sioux, as well as Metis and Inuit, and now settlers from around the world.

Councillor T. Cartmell conducted roll call and confirmed the attendance of Members of Community and Public Services Committee.

*Mayor A. Sohi is a Committee Member pursuant to section 15(3), Council Committee Bylaw 18156.

Councillor J. Wright was absent with notice for a portion of the meeting.

    Sidewalk Maintenance Renewal Process

    That Administration:

    • return to Committee with options for a sidewalk maintenance renewal process separate from Neighborhood Renewal including options for different materials that can be used for sidewalk repair renewal from an accessibility and climate change perspective, and
    • bring forward a prioritization and an annual inspection process for especially high-needs areas (For instance, sidewalk repairs and accessibility issues for senior and accessible-housing centres).

Councillor M. Janz stated that at the next regular meeting of City Council, he would move the following:

That Administration explore measures needed to be taken on:

  1. establishing licenses for landlords (e.g. short-term and long-term rental providers such as AirBnb), and
  2. increasing property tenants’ access to such information. Include an analysis of the costs, implications, the pros and cons of implementing each option and outline potential approaches to funding the program to Community and Public Services Committee by April 2022.

Councillor M. Janz stated that at the next regular meeting of City Council, he would move the following:

That Administration provide a report to Committee with options to significantly increase the fines and penalties for personal vehicles creating excessive noise including the feasibility of vehicle prohibitions such as a ban on noisy vehicles (including motorcycles) in certain areas.

That Administration provide a report to Committee on what would be required to pursue section 56(1) exemption to the Controlled Drugs and Substances Act and include information as to how the City of Toronto has initiated this process.
