Call to Order and Related Business

Call to Order and Land Acknowledgement

Councillor K. Principe called the meeting to order at 9:32 a.m., Monday, April 8, 2024, and acknowledged that Community and Public Services Committee meets on the traditional land of Treaty 6 Territory and the Métis homeland. The Chair also acknowledged the diverse Indigenous peoples whose ancestors' footsteps have marked this territory for centuries such as: Cree, Dene, Saulteaux, Blackfoot, Nakota Sioux, as well as Métis and Inuit, and now settlers from around the world.

Roll Call

Councillor K. Principe conducted roll call and confirmed the attendance of Members of Community and Public Services Committee.

Councillor T. Cartmell was named a Member of the Committee, for a portion of the meeting, to maintain quorum, pursuant to section 17(1) of the Council Committees Bylaw 18156.

Councillor K. Principe was absent with notice for a portion of the meeting.

Councillor A. Paquette was absent without notice for a portion of the meeting.

Councillors M. Janz, E. Rutherford, A. Stevenson, K. Tang and J. Wright; and A. Karbashewski, G. Goodin and J. Shearer, Office of the City Clerk, were also in attendance.

Centre City Optimization Pilot Project Update

That Administration prepare an unfunded service package and capital profile for consideration during the Fall 2024 Supplemental Operating and Capital Budget Adjustments to fund the continuation and expansion of the Centre City Optimization Project as an ongoing program, in the downtown and throughout all BIAs using a combination of non-profits/social-enterprises and City staff, with enhancements as delivered during the 2023 pilot period, as described in Attachment 2 of the April 8, 2024 City Operations Report CO02325.
     Due Date: Fall 2024 Supplemental Operating and Capital Budget Adjustments
     
  2. That Administration prepare an unfunded operating service package and capital profile for consideration during the Fall 2024 Supplemental Operating and Capital Budget Adjustments to acquire the necessary ongoing operating funding and one-time capital infrastructure to support this work across all BIAs.

That Administration prepare an unfunded service package for consideration during the Spring 2024 Supplemental Operating Budget Adjustment to fund the continuation of the Centre City model to the 2023 service standards, as described in Attachment 2 of the April 8, 2024 City Operations Report CO02325, for the remainder of 2024.
