Councillor S. Hamilton called the meeting to order at 9:30 a.m., Tuesday, March 8, 2022, and acknowledged that Urban Planning Committee meets on the traditional land of Treaty 6 Territory. The Chair also acknowledged the diverse Indigenous peoples whose ancestors' footsteps have marked this territory for centuries such as: Cree, Dene, Saulteaux, Blackfoot, Nakota Sioux, as well as Metis and Inuit, and now settlers from around the world.

Councillor S. Hamilton conducted roll call and confirmed the attendance of Members of Urban Planning Committee.

Councillors T. Cartmell, A. Knack, J. Rice, A. Stevenson, K. Tang and J. Wright; and E. Norton, T. Orbell and C. McLuckie, Office of the City Clerk, were also in attendance.

    Homeowners' Association's - Maintenance on City Land

    That Administration provide a report on the status of the implementation of public engagement, public communications, agreements in place and other items identified in the March 8, 2022, Citizen Services report CS00619rev, including how City Standards are applied in the Homeowners' Association.

    That Urban Planning Committee recommend to City Council:

    That Administration pause additional naturalization turf conversion around existing City-maintained drainage ponds and continue regular turf maintenance of City drainage ponds naturalized in 2021, subject to a report to Urban Planning Committee that includes the following:

    - an investigation on environmental conditions;
    - public engagement;
    - an update on the Naturalization Plan; and
    - options for the renewal of agreements with Homeowners' Associations currently performing turf maintenance.




    With the unanimous consent of Urban Planning Committee, Councillor K. Principe withdrew the motion.

Councillor K. Principe stated that at the next regular meeting of City Council, she would move the following:

That Administration pause naturalization around drainage ponds and resume regular turf maintenance at all City drainage ponds subject to the completion of the naturalization public engagement process including engagement with Homeowners' Associations.
