Councillor K. Principe called the meeting to order at 9:31 a.m., Monday, February 5, 2024, and acknowledged that Community and Public Services Committee meets on the traditional land of Treaty 6 Territory and Métis Homelands. The Chair also acknowledged the diverse Indigenous peoples whose ancestors' footsteps have marked this territory for centuries such as: Cree, Dene, Saulteaux, Blackfoot, Nakota Sioux, as well as Métis and Inuit, and now settlers from around the world.

Councillor K. Principe conducted roll call and confirmed the attendance of Members of Community and Public Services Committee.

Mayor A. Sohi is a Committee Member pursuant to section 15(3), Council Committees Bylaw 18156.

Councillors T. Cartmell, M. Janz, E. Rutherford, A. Stevenson, K. Tang and J. Wright; and A. Karbashewski, G. Goodin and E. Norton, Office of the City Clerk, were also in attendance.

Councillor K. Principe, on behalf of Community and Public Services Committee recognized that February is Black History Month, an opportunity to celebrate the many contributions and achievements of Black community members.

Mayor A. Sohi, on behalf of Community and Public Services Committee, recognized City of Edmonton employees who continue to support Council and Committee meetings while City Hall remains closed to the public.

    1. That Administration prepare a funded service package and capital profile for the Spring 2024 Supplemental Operating and Capital Budget Adjustments to increase turf and horticulture funding to be able to deliver current service levels as described in the January 15, 2024 City Operations report CO02130.
    2. That Administration prepare an unfunded service package and capital profile for consideration during the Fall 2024 Supplemental Operating and Capital Budget Adjustments to enhance service levels for turf and horticulture maintenance as described in the January 15, 2024, City Operation report CO02130.

    With the unanimous consent of Community and Public Services Committee, Councillor J. Rice withdrew the motion.

That Administration prepare an unfunded service package for Council's consideration during the Spring 2024 Supplemental Operating Budget Adjustment to increase the 2024 turf operating budget by $1,310,000 and the 2024 horticultural operating budget by $970,000, on an ongoing basis, to reflect the 2019 funding levels, and prepare a capital profile for Council's consideration during the Spring 2024 Supplemental Capital Budget Adjustment for up to $400,000 in capital costs.

    2.
