Mayor A. Sohi called the meeting to order at 1:37 p.m., Monday, November 8, 2021, and acknowledged that City Council meets on the traditional land of Treaty 6 Territory. The Chair also acknowledged the diverse Indigenous peoples whose ancestors' footsteps have marked this territory for centuries such as: Cree, Dene, Saulteaux, Blackfoot, Nakota Sioux, as well as Metis and Inuit, and now settlers from around the world.

Mayor A. Sohi conducted roll call and confirmed the attendance of Members of City Council.

Councillors M. Janz and A. Stevenson were absent with notice for a portion of the meeting.

Councillor A. Paquette was absent without notice for a portion of the meeting.

    3. That Councillor S. Hamilton be endorsed to stand for election to the Federation of Canadian Municipalities Board of Directors, as the representative of the City of Edmonton, for a term ending at the close of the Annual General Meeting in 2022.

    4. That costs associated with attendance at Federation of Canadian Municipalities meetings for Councillor S. Hamilton will be absorbed by the City of Edmonton.

    5. That Mayor A. Sohi be designated as the City of Edmonton shareholder representative for Edmonton Global for the term of Council.

    6. That Mayor A. Sohi and Councillors A. Salvador and M. Janz, in that order, be designated to serve as the City of Edmonton’s proxy holder to act on behalf of the City of Edmonton at meetings of the River Valley Alliance.

    Bylaw XXXXX - Temporary Mandatory Face Coverings Bylaw Amendment (Conditions)

    That Administration prepare amendments to the Temporary Mandatory Face Coverings Bylaw 19408 and return to City Council for a discussion when all of the following conditions are met:

    1. after the active case rate for the Edmonton zone falls below 100/100,000 population for 28 consecutive days;
    2. 2 weeks after 80% of children aged 5-11 in the Edmonton zone have been fully vaccinated;
    3. ICU utilization falls below 50% of usual capacity;
    4. the provincial chief medical officer of health order requiring indoor masking has been rescinded;
    5. and return to City Council at a minimum on a monthly basis with a status update.
