Mayor A. Sohi called the meeting to order at 9:31 a.m., Wednesday, February 22, 2023, and acknowledged that City Council meets on the traditional land of Treaty 6 Territory. The Chair also acknowledged the diverse Indigenous peoples whose ancestors' footsteps have marked this territory for centuries such as: Cree, Dene, Saulteaux, Blackfoot, Nakota Sioux, as well as Metis and Inuit, and now settlers from around the world.

Mayor A. Sohi conducted roll call and confirmed the attendance of Members of City Council.

Councillors T. Cartmell and S. Hamilton were absent with notice for a portion of the meeting.

Councillor E. Rutherford, on behalf of City Council, recognized February 22, 2023, as Pink Shirt Day, a day for all Canadians and people around the world to stand against bullying. Donations from Pink Shirt activities in Western Canada go to local anti-bullying programs and initiatives implemented by partners like Big Brothers and Big Sisters.

Councillor T. Cartmell, on behalf of City Council, thanked N. Lees, Edmonton Journal Columnist. In his 40 year career as a philanthropist, N. Lees raised more than $11 million for Edmonton’s charitable causes and his commitment has helped to create a caring and resilient community.

Mayor A. Sohi, on behalf of City Council, recognized that Edmonton will host the 2023 JUNO Awards from March 9 to 13, 2023, for the first time since 2004. Mayor A. Sohi also recognized the Local Organizing Committee, who made the event possible. The City of Edmonton is sponsoring the JUNOs along with other sponsors such as Explore Edmonton.

Mayor A. Sohi, on behalf of City Council, welcomed the Grade 6 classes from St. Lucy School in Ward Anirniq and their teachers, M. Urso and A. Giacobbo.

Mayor A. Sohi, on behalf of City Council, welcomed the Grade 6 class from Ben Calf Robe/St. Clare School in Ward Métis and their teacher, A. Pawluski.

Mayor A. Sohi, on behalf of City Council, recognized one year ago today – Russia began its unprovoked attack on Ukraine. In recognition of the anniversary of the Russian invasion, City Hall will be participating in a grassroots initiative to mark the occasion. Joining municipalities and churches throughout Europe and Canada, today the City will ring the Friendship Clocktower chimes for 15 seconds at 11:58 a.m.

Mayor A. Sohi, on behalf of City Council, welcomed the Grade 6 class from Bisset School in Ward Sspomitapi and their teacher, Mrs. Kinasevich.

    Real Time Traffic Monitoring Review

    That Administration complete a review of other jurisdictions to identify what is required to have real-time or close to real-time traffic volume measurement and to implement traffic dependent signals across Edmonton to improve traffic flow for all modes of transportation. This report is to include:

    1. Cost differences for different types of traffic signals and traffic equipment;
    2. Ways to incorporate this work with other transportation network projects;
    3. The ability of reducing or eliminating pedestrian buttons as part of improving traffic movement for everyone; and adding audio signals; and
    4. Identify changes to design practices that would be required to formally define signal prioritization to include all modes of transportation.

    That Administration provide a report on the following:

    1. For arterial roads outside the Anthony Henday Drive, provide an assessment of the identified incomplete vehicular infrastructure and how its status relates to City Plan policies, factors of safety, capacity and goods movement;  
    2. Provide a list that highlights which infrastructure is the City’s responsibility and which are the developer’s responsibility to complete; and  
    3. Identify work that is planned, if any, for the completion of vehicular infrastructure  that is the responsibility of the City and include actions planned from a safety and/or capacity perspective.
