Councillor M. Janz called the meeting to order at 9:31 a.m., Tuesday, August 27, 2024, and acknowledged that Urban Planning Committee meets on the traditional land of Treaty 6 Territory and the Métis homeland. The Chair also acknowledged the diverse Indigenous peoples whose ancestors' footsteps have marked this territory for centuries such as: Cree, Dene, Saulteaux, Blackfoot, Nakota Sioux, as well as Métis and Inuit, and now settlers from around the world.

Councillor M. Janz conducted roll call and confirmed the attendance of Members of Urban Planning Committee.

Mayor A. Sohi is a Committee Member pursuant to section 15(3), Council Committees Bylaw 18156.

Councillors K. Principe, E. Rutherford, A. Salvador, A. Stevenson and K. Tang; and E. Norton, J. Shearer and T. Orbell, Office of the City Clerk, were also in attendance.

    That Administration prepare amendments to Zoning Bylaw 20001 to address the following:

    1. Add section 3.12.2. "Year-Round Shelters and Seasonal Shelters are not permitted on a Site that abuts a Site in a Heavy Industrial Zone." as outlined in Attachment 7 of the August 27, 2024, Community Services report CS02526.
    2. Limit the maximum floor space of congregate sleeping areas within Seasonal and Year-Round Shelters.
    3. Add to section 3.12.1. "This does not apply to Year-Round Shelters and Seasonal Shelters."

    Increasing Efficiency of the Top Bus Routes

    That Administration provide a report outlining low cost opportunities to increase the efficiency of the top bus routes that consistently exceed productivity standards for bus boardings during peak hours as defined through the Transit Service Policy, which could include creating bus lanes, adjustments to parking, inclusion of tow-away zones.
