Councillor M. Janz called the meeting to order at 9:30 a.m., Tuesday, October 8, 2024, and acknowledged that Urban Planning Committee meets on the traditional land of Treaty 6 Territory and the Métis homeland. The Chair also acknowledged the diverse Indigenous peoples whose ancestors' footsteps have marked this territory for centuries such as: Cree, Dene, Saulteaux, Blackfoot, Nakota Sioux, as well as Métis and Inuit, and now settlers from around the world.

Councillor M. Janz conducted roll call and confirmed the attendance of Members of Urban Planning Committee.

Mayor A. Sohi is a Committee Member pursuant to section 15(3), Council Committees Bylaw 18156.

    1. That Administration, prior to or in conjunction with concept planning for the district park and as part of regular district park planning updates to Committee, review parking in Old Strathcona to understand the parking demand and supply, explore changes and transition strategies for parking management and/or wayfinding, and ensure accessible parking spaces and drop-off/pick locations, including but not limited to the use of Community League parking lots.

    Old Strathcona Public Realm Strategy: Reserve Fund
    2. That Administration provide a report regarding options and analysis:

    1. for the potential creation of a reserve fund for net parking income attributable to the City-owned parking lot currently utilized by the Old Strathcona Farmers’ Market to support design and/or construction of amenities identified in the Old Strathcona Public Realm Strategy; and
    2. to dedicate the net revenues of land sales associated with the Public Realm Strategy to support the strategy’s implementation
