Call to Order and Land Acknowledgement

Councillor T. Cartmell called the meeting to order at 9:32 a.m., Monday, August 22, 2022, and acknowledged that Community and Public Services Committee meets on the traditional land of Treaty 6 Territory. The Chair also acknowledged the diverse Indigenous peoples whose ancestors' footsteps have marked this territory for centuries such as: Cree, Dene, Saulteaux, Blackfoot, Nakota Sioux, as well as Metis and Inuit, and now settlers from around the world.

     That Administration provide a report to Committee outlining options and an implementation plan for enhanced vehicle noise enforcement, including fine amounts, budget requirements, potential funding options, and a plan for enhanced deployment starting in second quarter 2023.

     2. That the Mayor, on behalf of City Council, advocate to the Government of Alberta for the Traffic Safety Act to be amended to allow municipalities to ban vehicle modifications that cause excessive roadway noise and explore tools to restrict the sale of said products.
     3. That the Mayor, on behalf of City Council, advocate to the Government of Alberta for the Traffic Safety Act to be amended to allow peace officers to seize vehicles driving in excess of 50 KM/H over the speed limit.

Elimination of Cosmetic Pesticide - Community Outreach, Public Education, Operational and Enforcement Resources

  That Administration provide a report to Committee outlining the steps and approvals required to implement a 2024 elimination of cosmetic pesticide use on public and private properties, including required changes to City Policy C501A - Integrated Pest Management and that the report include:

  • Consultation with the Canadian Association of Physicians for the Environment, the Children’s Environmental Health Clinic, and Nature Alberta;
  • Incorporate existing jurisdictional scans, polls, and ready-made educational materials;
  • Focus on public education on the risks of pesticide use and on healthy alternatives; and
  • Detail potential implications on the appropriate budget should Council approve the corporation move away from chemical spraying on public lands towards policy changes and public education.
