Mayor A. Sohi called the meeting to order at 9:37 a.m., Monday, August 18, 2025, and acknowledged that City Council meets on the traditional land of Treaty 6 Territory and the Métis homeland. The Chair also acknowledged the diverse Indigenous peoples whose ancestors' footsteps have marked this territory for centuries such as: Cree, Dene, Saulteaux, Blackfoot, Nakota Isga, as well as Métis and Inuit, and now settlers from around the world.

Mayor A. Sohi conducted roll call and confirmed the attendance of Members of City Council.

    That Bylaw 20996 be referred back to Administration to update the Bylaw as follows and return to a future City Council Public Hearing:

    1. That Bylaw 20996, Schedule A, be amended by amending sections 4.1.2, 4.1.5, 4.1.8, 4.1.10 (two places), 4.4.5, 5.1.3, 5.2.6, by deleting the word “should” in each section and replacing each with the word “shall”.
    2. That Bylaw 20996, Schedule A, be amended by amending sections 4.1.4, 4.1.11, 4.1.13, 4.1.14, 4.1.15, 4.2.3, 4.3.3, 4.4.4, 4.4.6, 4.4.10, by deleting the words “shall not be supported” or “shall be discouraged” and replacing with “shall not be permitted”.
    3. That Bylaw 20996, Schedule A, be amended to amend Section 3.0 to include the bolded words: ensure the environmental protection and restoration of the North Saskatchewan River Valley and Ravine System; and, provide public access to the North Saskatchewan River Valley and Ravine System for celebration and wellness in a way that respects ecological health. 
    4. That a section 5.1.8 be added that states: Project proposals falling within section 5.1.7 and costing $5 million or more shall be subject to a public review process conducted by an independent advisory expert review panel. This panel shall gather and analyze information on project proposals and then make an open and transparent recommendation to City Council. Costs of private proposals shall be paid for by the proponent.
    5. That section 5.2.6 be deleted and replaced with: In considering the strategic assessment as outlined in Appendix 1 for development, rezonings, or Plan amendments subject to policies 5.2.2, 5.2.3, 5.2.4, or 5.2.5, City Council shall ensure that any approved proposal: a) meets the objectives and policies of this Plan; b) requires a River Valley and Ravine System location; and, c) is in the public interest.
    6. That the Strategic Assessment by the city’s ecological planners occur at the outset of a proposal rather than late in the process.
    7. That 5.1.4 be replaced by: The public shall be provided with advance notice and opportunity to be consulted on any development, rezoning or Plan amendment proposals on lands identified as River Valley Open Space or Public Utility, as shown on Map 1.
