Deputy Mayor A. Knack called the meeting to order at 9:31 a.m., Tuesday, April 25, 2023, and acknowledged that City Council meets on the traditional land of Treaty 6 Territory. The Chair also acknowledged the diverse Indigenous peoples whose ancestors' footsteps have marked this territory for centuries such as: Cree, Dene, Saulteaux, Blackfoot, Nakota Sioux, as well as Metis and Inuit, and now settlers from around the world.

Deputy Mayor A. Knack conducted roll call and confirmed the attendance of Members of City Council.

Mayor A. Sohi was absent with notice.

Deputy Mayor A. Knack, on behalf of City Council, welcomed the Grade 2 class from Michael A. Kostek School in Ward Sipiwiyiniwak and their teacher, D. Lavigne.

Deputy Mayor A. Knack, on behalf of City Council, recognized T. Cashman, who is a celebrated historian, storyteller and playwright. He is considered to be one of Edmonton’s passionate, popular and impactful local historians and has been honoured with numerous awards. T. Cashman will turn 100 on Saturday, April 29, 2023.

Deputy Mayor A. Knack, on behalf of City Council, recognized Dr. L. Francescutti, a professor in the School of Public Health and an emergency room physician with the Royal Alexandra Hospital and the team of citizens who developed the Bridge Healing Transitional Accommodation Program. The program features a 12-suite housing complex at the Jasper Place Wellness Centre to assist patients from the local houseless community with a place to stay after being discharged from hospital care.

Deputy Mayor A. Knack, on behalf of City Council, welcomed the Grade 6 class from Garneau School in Ward Papastew and their teacher, J. MacKay.

    1. A governance structure with the City of Edmonton as the sole shareholder and a shareholder appointed Board;
    2. A mandate to develop City owned land identified in Part 1 and provide an industry standard financial return to the City of Edmonton;
    3. An operating environment that does not benefit from preferential lending rates, government guarantees or property tax assessments, and;
    4. An expectation that, like any other private sector entity, the Municipal Development Corporation will comply with all City Plan goals and all zoning and related land development policies and bylaws.
