Mayor A. Sohi called the meeting to order at 9:32 a.m., Monday, February 6, 2023, and acknowledged that City Council meets on the traditional land of Treaty 6 Territory. The Chair also acknowledged the diverse Indigenous peoples whose ancestors' footsteps have marked this territory for centuries such as: Cree, Dene, Saulteaux, Blackfoot, Nakota Sioux, as well as Metis and Inuit, and now settlers from around the world.

Mayor A. Sohi conducted roll call and confirmed the attendance of Members of City Council.

Councillor A. Knack stated that at the next regular meeting of City Council, the following motion would be moved:

That Administration complete a review of other jurisdictions to identify what is required to have real-time or close to real-time traffic monitoring and to implement traffic dependent detection across Edmonton to improve traffic flow for all modes of transportation. This report is to include:

  1. Cost differences for different types of traffic monitoring and detection for traffic signals;
  2. Ways to incorporate this work with other transportation network projects;
  3. The ability of reducing or eliminating pedestrian buttons as part of improving traffic movement for everyone; and
  4. Identify changes to design practices that would be required to formally define signal prioritization to include all modes of transportation.

Councillor A. Knack stated that at the next regular meeting of City Council, the following motion would be moved:

That Administration provide a report on the following:

  1. For arterial roads outside the Anthony Henday Drive, provide an assessment of the identified incomplete vehicular infrastructure and how its status relates to City Plan policies, factors of safety, capacity and goods movement;  
  2. Provide a list that highlights which infrastructure is the City’s responsibility and which are the developer’s responsibility to complete; and  
  3. Identify work that is planned, if any, for the completion of vehicular infrastructure  that is the responsibility of the City and include actions planned from a safety and/or capacity perspective.
