Mayor A. Sohi called the meeting to order at 9:31 a.m., Wednesday, October 4, 2023, and acknowledged that City Council meets on the traditional land of Treaty 6 Territory and Métis Homelands. The Chair also acknowledged the diverse Indigenous peoples whose ancestors' footsteps have marked this territory for centuries such as: Cree, Dene, Saulteaux, Blackfoot, Nakota Sioux, as well as Métis and Inuit, and now settlers from around the world.

Mayor A. Sohi, on behalf of City Council, marked one year since Edmonton’s acceptance into UNESCO’s Global Network of Learning Cities. To mark a year as a member of UNESCO’s Learning City, Edmonton is celebrating education in all its forms all month.

Mayor A. Sohi, on behalf of City Council, recognized October 4, 2023, as Sisters in Spirit Day. October 4th is a time to honour the memories of the many missing and murdered Indigenous women, girls and gender-diverse people and community members across Canada.

Mayor A. Sohi, on behalf of City Council, introduced the City’s tenth poet laureate, Shima Robinson. She is the Artistic Producer for the Edmonton Poetry Festival Society and the Learning and Outreach Manager for the Fringe. Shima Robinson, Dwennimmen, performed a reading for Members of City Council.

    Financial Loss During Major Construction Projects - Draft Policy

    That Administration prepare a Financial Loss During Major Construction Projects policy using the draft policy report from March 23, 2022 (report IIS00397) and incorporating the following features:

    1. Financial assistance be provided directly to business owners (not landlords).
    2. A cap on forgiveness (example: 50 per cent of property taxes for the years of construction).
    3. Forgiveness to be repaid in years subsequent to construction completion should revenue increase to a level (example: 15 per cent) higher than pre-construction values.
    4. Forgiveness to be based on business revenue, not net income.
    5. Income from the specific business must be at least 50 per cent of gross revenue of this and all related businesses.

That Administration prepare amendments to the Business Licence Bylaw 20002 to:

1. remove the option for whole home rental as a form of short term rental; and to

2. restrict in-home rental to:

i. A maximum number of days per year (e.g. up to 90 days);

ii. Properties which the owner/operator resides in and include potential challenges to implementation of these amendments.

That Administration bring forward an unfunded service package as part of the Fall 2023 Supplemental Operating Budget Adjustment to undertake research, analysis, and engagement required to:

  1. outline short term rentals’ effect on local housing affordability, zoning and nuisance conditions and impacts to the rental, labour, tourism and visitor economies; and
  2. identify options to respond to research findings - including exploring changes to existing bylaws, programs and operational requirements, and potential advocacy to the Government of Alberta for regulation of short term rentals.

Councillor J. Wright stated that at the next regular meeting of City Council, the following motion would be moved:

That Administration provide a report on the following:

  1. A jurisdictional scan on the nature of medical services provided by the Edmonton Fire Rescue Service-equivalents of other medium to large Canadian municipalities and their related funding sources.
  2. An analysis of Edmonton Fire Rescue Service calls for service, categorized by calls that are medical in nature, both immediately life-threatening and time critical and not immediately life-threatening as defined by Alberta Health Services, as well as calls that relate to a drug poisoning response.
  3. An approach for how the City of Edmonton could refocus Edmonton Fire Rescue Services to respond to medical, immediately life threatening or time critical events as defined by Alberta Health Services, with part of this approach exploring the feasibility and cost of using a light fleet truck and crew to respond to medical calls on top of the existing minimum staffing while City of Edmonton works with Alberta Health Services to collaboratively amend their medical first response plan.
