Councillor M. Janz called the meeting to order at 9:31 a.m., Tuesday, February 21, 2023, and acknowledged that City Council meets on the traditional land of Treaty 6 Territory. The Chair also acknowledged the diverse Indigenous peoples whose ancestors' footsteps have marked this territory for centuries such as: Cree, Dene, Saulteaux, Blackfoot, Nakota Sioux, as well as Metis and Inuit, and now settlers from around the world.

Councillor A. Stevenson conducted roll call and confirmed the attendance of Members of City Council.

Mayor A. Sohi and Councillor M. Janz were absent with notice for a portion of the meeting.

    That Bylaw 20345 - To close a portion of road, Downtown, be referred back to Administration to:

    • Prepare a report that evaluates the operations of 102 Avenue, including usage by all modes, accidents, near misses, and user and stakeholder feedback for the first six months after the LRT enters service, and that includes a review of the design of the 102 Avenue corridor between 99 Street and 107 Street to determine options for delivering a more adaptive street design, including but not limited to switching the bike lane and vehicle lane; and
    • Return to City Council Public Hearing with a revised road closure bylaw that incorporates recommendations from this report’s findings into the bylaw.
