Deputy Mayor K. Tang called the meeting to order at 9:32 a.m., Friday, January 24, 2025, and acknowledged that City Council meets on the traditional land of Treaty 6 Territory and the Métis homeland. The Chair also acknowledged the diverse Indigenous peoples whose ancestors' footsteps have marked this territory for centuries such as: Cree, Dene, Saulteaux, Blackfoot, Nakota Sioux, as well as Métis and Inuit, and now settlers from around the world.

Deputy Mayor K. Tang conducted roll call and confirmed the attendance of Members of City Council.

Councillor T. Cartmell was absent with notice.

A. Sohi and Councillor E. Rutherford were absent with notice for a portion of the meeting.

Councillor J. Wright was absent for a portion of the meeting due to technical issues.

Deputy Mayor K. Tang, on behalf of City Council, recognized January 24, 2025, as World Day for African and Afrodescendant Culture. Established in 2019 by UNESCO, January 24 celebrates and brings focus to the cultural diversity that exists among African and African diaspora communities. It honours their creativity and artistry, and highlights the role of African cultural resurgence in building a more welcoming, creative, and sustainable society.

Deputy Mayor K. Tang, on behalf of City Council, acknowledged January 24, 2025, as International Day of Education. The City of Edmonton has established itself as a hub of learning excellence, where we embrace and celebrate diversity, culture and arts, and a strong social fabric. As a Learning City, Edmonton is committed to promoting lifelong learning through partnerships, equity and diversity, while continuously building capacity within our community.

Councillor A. Knack stated that at the next regular meeting of City Council, the following motion would be moved:

That Administration:

  1. Implement a zero net cost towing program to remove vehicles from the street during on-street parking bans using existing resources.
  2. Develop a zero net cost towing strategy and return to Committee with the recommended path forward assuming additional resources to properly address the needs across Edmonton.
