That the Northwest Industrial Area Outline Plan be amended by deleting the second paragraph of subsection III. C. 8. Existing Religious Assembly Use, and adding the following:

It is the intent of the Plan to allow the temporary religious assembly use to continue until December 31, 2023.  When the religious assembly use ceases, on or before this date, medium industrial uses will be allowed to occupy this site.

That Administration provide a report to Committee on possible further Zoning Bylaw amendments for garden suites, including:

·         allowing a larger exception to the Floor Area calculation for areas covered by stairways

·         allowing  a larger floor area to allow for a wheelchair turning radius and any associated landing for inclusive design units as defined in section 93 of the Zoning Bylaw

·         increasing 2nd storey floor area for dwelling space to 65 m2 for inclusive design units as defined in section 93 of the Zoning Bylaw

·         increasing total floor area to
130 m2 for inclusive design units as defined in section 93 of the Zoning Bylaw

This would include the accompanying redistribution of the enhanced landscaping features to the east side of the access, currently identified on Appendix 1.  The details of the specific location and access design will be reviewed to the satisfaction of the Development Officer in consultation with Transportation Services at Development Permit stage.
